- Evolved from our previous game ideas through an iterative design process
- Originally envisioned as a single-player game, but after talking to firefighters and
doing research, we discovered this conflicted with the "golden rule" of "2 in 2 out"
- First-person, networked, multiplayer collaborative game
- It is most useful for firefighters to train with the people they work with
- Didn't want to talk down or teach them what they already know
- Has to be a game where there is no best solution, where gameplay is organic
- Evolves from easy scenarios to more complicated and complex situations
- Emphasis on controlling a situation in flux with changing and evolving factors
